General background

How the terrorist / adversary choose their target

Analyzing recent worldwide terrorist attacks, in particular, the ones in India and in South East Asia, we will notice in the amount of effort that the adversary invest before carrying out the attacks. By collecting intelligence before the operation, and in examination and analyzing the attack objectives as well as the effects that will be achieved as results from the attacks, the attacker may be able to achieve the following:

  • Business and tourism damages
  • Intimidation of the public
  • Using the media- by “shifting” the news topics to their benefits
  • Achieving a “respectful” position in the public opinion and within the extremist communities.

Today, the number one targets for terrorist attacks in the world are public places. This makes hotels high risk level areas due to the characteristics which centralize all the advantages (our “security weak” points) in accordance to adversary objectives.

  • High concentration of people
  • Tourism and business symbols
  • As soft target it will achieve the maximum impact in all aspects
  • “Probability for high success rate”
 

 
 


Course Outline

How does the adversary identify our “soft targets?”

After collecting the operational intelligence on the various targets chosen, the adversary brings outcomes for the decision makers within the terrorist groups. As a result, conclusions will be made for the preferable target and modus of operandi. The leading principles in the decisions making process are the probability and success rate. Hence, crowded places are bigger targets. For example, in many hotels the security strength is low which enable the adversary to execute undercover penetrations and carrying out the attack. In continuance and as result, the media responds to the attack by highlighting the security failures which further encourages and motivates the terrorist to continue and attempts to attack strategic and painful targets and to cause humiliation to the governments and of course, to spread public fear!

The tools which the adversary uses- IED (Improvised Explosives Devices) , Car Combs and “Sacrifice Attacks”

Today it’s an easy task for terrorist groups to obtain and spread explosives devices, mechanism and detonators, and recruiting professionals and ex army personals. Continually leveraging the human professionalism within the terrorist groups and in particular enriches the operational knowledge which is being use against us, for example:

India 26.11.2008- preparation of explosives, collecting intelligence for long period of time, maritime training, the precise navigation and the high level of the operational level and the resistance against the security forces for more than 60 hours.

Suicide Bomber - The Human Platform

The suicide bomber is the most deadly and sophisticated weapon named by the terrorist group- “bomb on human platform” They look like us dress like us, appear suddenly in our daily routine and explode. Although less than 10% of the terrorist attacks in the world are suicide attacks, 50% of the terrorist’s attacks victims are from suicide attacks. The questions that we should ask ourselves:

  • Can we recognize them in advance?
  • What are signs that can indicate for upcoming suicide attack?
  • What are the protective measures?

In joint compressive work in the framework of our course there are solutions that can help us to upgrade our security perspective and naturally, the knowledge and self confidence will leverage our security strength.

The adversary methods in intelligence gathering

In many cases, the adversaries collecting operational intelligence require physical accessibility to the chosen target. In the present era, the terrorist do not fear us nor do they fear the authorities. In fact, they use our daily routines while assimilating easily into our communities. They are able to execute it in few ways:

  • They being employed without us noticing, in most cases it’s possible due to lack of security screening and reliability tests.
  • They observe us with no interferences while collecting the intelligence, because security force is not trained in identification of operational collection of intelligence or there no external security parameter and patrols to identify them.
  • They being assisted by internal cooperation in exchange for money or empathy with their ideology and believes in their ways.
 
     
 

What can we do? How can to defend ourselves in order to continue our daily lives

In our course we will emphasis on counter terrorism solutions

Working and professional methods will be presented in our course and we will share the knowledge we gained from the Israeli daily experience of fighting terrorism. This has helped to lead us through a drastic decline in the amount and intensity of the terrorist attacks. And, as result, further us in our resistance and deterrence against the various terrorist groups

Counter intelligence method - Under cover protection (UCP) Initiative and prevention

U.C.P. is a method of security, which exposes a potential assailant in the early stages of planning an attack and also on attack occurrence. U.C.P. helps to locate, identify and defuse the attackers before they manage to cause damage.

U.C.P. revolutionary product is based on action and initiation. U.C.P. prevents the adversary from "shooting the first bullet", and instead puts him in a situation where he is caught by surprise, this sophisticated methods allow to our forces to control our security internal and external parameter and fully acquainted with our territory and as result we will be able to identify “unusual incidents” and defusing any attacking attempts in the early stages of preparations.

Surveillance, “targeting marking “objects” and adhering to them without them noticing

As part of our integral security response to the various threats we learn how to integrate in our daily security routines the undercover working tool in combination and support of our security forces, the undercover personnel’s will support us in exposure and early detections of any visible threats. In these methods, we will be able reinforce our security strength around our facilities while passing the surprise factor to our benefit.

Security circles – Deception, prevention and Response

It’s working method for reinforcement concept, systematic and tactical maintenance of entire security system around secure facilities. In present era prevention of terrorist attacks is function of quantity of our security personnel’s and enlargement of the security circles by distancing and minimizing the adversary ability in targeting our facilities.

How does the adversary “perceive” us, and what is the massage we deliver to him

Training the security managers in the framework of our course will support them in the understating how and where to deploy and positions our security forces and measures. What else can we supply for our personals in order to deliver “massage” of strength and resistance to the adversaries?

How can we upgrade our protective measure and transforming it to deterrence factor?

One of decisive subjects in our course is the combination of the human factor and the modern technology in our protective measure.

Like X-ray machines, metal dedicator gates, CCTV, sniffers, explosives detections kits, In cooperation of organized system of procedures and policy we will be able to assemble the required and desirable deterrence.

Drills and exercises to increase our preparedness level- “scanning against explosives” and “suspicious characteristics “

The objective of our exercise is to enable the security personal’s in experiencing, thinking and behaving like the adversary. This is done in order to increase the level of our protection and understanding the operation of the comprehensive, interactive and practical security system.

The “scanning against explosives” and “suspicious characteristics “list is a working tool which to be realized as a leveraging method to improve our understanding of security activities.

About the Instructor



Special Agent (Ret.) Bashan, former head of Bomb Security department (ISA Israel), served in the IDF and the Secret Service for over 20 years. He was a member of the government VIP protection unit, and served as a team leader, responsible for three different Israeli Prime Ministers. He is an expert in bomb security and preventive sabotage and was for many years the department head in that field. As chief instructor, he has trained hundreds of Israeli security officers stationed in Israel and abroad. In this capacity, he formulated and implemented procedures and security systems that are still in use today at Tel Aviv's Ben-Gurion International Airport.
