A 2-day Homeland Security Technology and Application Workshop

Overview

In recent years The Characteristics and modus of operandi of terrorism and criminal acts progress tremendously which makes the combat against the adversary more difficult for us the security forces. Our working methods, strategies and tactics must adapt and cope with the “new reality” and constant changing environment which creates new threats and weapons that the adversary is using against us, this is why new and innovative approaches are necessary to protect and defend against the daily threats.

As we use and apply new methods and technology applications into our security protective measures it obvious that the same application (mostly offered in the civilian market) can be used by the adversary against us, the most known example are the 26/11 attack in Mumbai India which demonstrate the terrorist utilization of technology before the execution of attacks and most important during the attacks. (They carried handheld GPS navigators, satellite phones, BlackBerrys and data CDs containing detailed maps and Google Earth images of where they were going.)

We have also need to consider the corrective and effective usage and deployment of the technology that will be as an integrated part of our security plan, the adversary constantly trying to identify our “weak points” which he might use in time and place in accordance to his preference, in this context we can relate the recent attempt to blow the Northwest Flight No 253 on 25th of December 09 by Nigerian terrorist which managed to pass the security checks and board the plane with explosives.


In order to accomplish and execute security – In every aspect of life, and in everywhere, there is a need to utilize technology.

Every item, tool, or possibility is linked in one way or another to the technological aspect. Technology grants the defending side or the public early knowledge – intelligence, sight and visual electronic tracking possibilities, and a means to counter terrorism – and all of these relate to technology and make use of available technology we have today in the market.

The seminar is composed of analyzing several cases of terrorism and attempted terrorism of different kinds – and how tools – "Of the trade", different technologies and technological modes of operation helped the defending side to prevent terror and the next attacks.


Course Outline

Day 1:
  • The attack at the Taj Hotel in Mumbai India, 26.11.08, and the technological organization following it in order to prevent further incidents in the hotel chain.
  • Aviation security – Tools and technologies which assist in accomplishing it.
  • History and how technology joined the different circles.
  • Use of audio and video technology to accomplish security.
  • Identifying explosives – existing technologies.
  • Protecting objects – Buildings, Facilities and camps.
  • Eavesdropping – Every method
Day 2:
  • Video technology and its usage.
  • Physical defense
  • Handling "Post-events".
  • Encryption and decryption
  • Networking and Internet usage
  • Physical defense of facilities and buildings.
  • Airborne means – a look from above
  • Unconventional threats
  • Summary and questions.

The Purpose

To inform those who deal with security on the different possibilities and tools which exist today in the counter-terrorism arsenal and it's every component.

Why

Technology in the service of security enables maximum usage and exploitation of abilities, until the mission is completed to its fullest by those who supervise it.

It is the nature of things - that dealing with the technological aspect of things requires a lot of technical and operational knowledge, And the means to connect the security aspect to the technical and operational aspects.

The purpose of this seminar is to help bridge the gaps that exist between these two ends.

About Your Speaker

For more than 30 years Mr. Roni Tal was working in the technical security and safety fields, both in Israel and abroad.

Mr. Roni Tal, a bachelors of mechanical engineering, with advanced studies in electro-optical engineering, 63 years old, Born in Israel and served as an operations officer in the Israeli Air-force, Roni was for working for 15 Years in RAFAEL D&R branch of the Israeli security forces and Served abroad for many years in the security forces of The Israeli airline company – El-Al.

In recent year’s Roni took key positions in various critical and public infrastructure projects worldwide, currently he’s leading project which comprise the security upgrade for the worldwide hotel network

These Duties includes terrorism related risk-assessment, deciding upon the deployment of technological and technical means in each hotel, in order to prevent attacks such as the 26.11.08 Mumbai incident.

Moreover the planning of central command and control rooms, methods of securing the outer-perimeter against attackers, prevention of suicide-car attacks against the hotel, training of personal to operate the technology and technical items, including management, installation, and staff-training.


The instructor positions:
1.  1965-1969  -  

Military service in the Israeli Air-force as operations officer in air-force headquarters.

2. 1969-1980  -  

RAFAEL (Israeli defense ministry and all Israeli security forces development authority), 11 years service in the range-test unit – technical and security management.

3. 1979-1985  -  

Training course for overseas security officers in the General Security Service (SHABAK) including armed security, passenger security, and cargo security. 4 Years Operational service In El-Al's ISRAEL air-lines, London.

Managing of an information-security related projects for the Israeli General Security Service in Israeli embassies world wide.

1988-1991

Overseas employment – United States – management of production systems and equipment shipping world wide.

6. 1991-2004   -  

Management of logical security systems in Israel.

Management of security export systems – including all security related issues in regards to manufacturing of security gear.
