2-Day Practical Workshop in Integrating Behavioural Safety into Health and Safety Management System – Industrial Oriented
About Behavioural Safety
Many people misunderstood that behavioural safety is a system that can replace the current approach of occupational health and safety management system. This is not the case. In fact, organisations need to put in place health and safety management system before engaging into behavioural safety or they can concurrently develop the health and safety management system with behavioural safety.
Behavioural safety is a set of methods to enhance safety performance by engaging everyone in the workforce to identify critical at-risk behaviours through observations, feedback, intervene and modify at-risk behaviours into safe behaviours by encouragement, and using gathered observation data to target system factors for positive change. This method examines and makes people responsible for their own health and safety along with their peers at work. It involves everyone on improving communication and consultation that leads to better safety performance.
Why Behavioural Safety?
Most accidents are caused by unsafe practices. Despite the health and safety management system, safe work procedures, engineering controls and permit-to-work system, controlling unsafe practices can be difficult. The reason for this is that unsafe practices involve the Human Mindsets about hazard(s), that is, they occur as a result of people’s attitudes and behaviours towards occupational safety.
This course offers a way to reduce the incidence of unsafe practices by modifying people’s behaviours, improving their attitudes towards a conscious culture, integrate behavioural safety program into health and safety management system.

Course Outline
Day 1
- Safety Cultures of Dynamic and Static Environment
This section exploring the learners to understand safety culture between dynamic and static settings.
- Legal Occupational Safety – Roles and Responsibilities (Mission of Behavioural Safety and Behaviour Laws)
The purpose of this chapter is to correlate the legal requirements with regards to roles and responsibilities against behaviour laws and in turn, correlate with mission of behavioural safety.
- The Philosophy of Health and Safety Management System
Many health and safety consultant focus on the requirements of each element when developing health and safety management system but forgotten the fundamental philosophy behind each elements that forms the roots of the health and safety management system. This chapter analysed the reasons of each elements of the health and safety management system.
- Principles of Unsafe Acts
This chapter discussed the principles of unsafe acts and explains the importance of balancing negative and positive reinforcement in safety management.
- BBS Implementation Model
Discuss the implementation model of behavioural safety and the skills to develop, implement and maintain a behavioural safety program.
- Feedback and Communication
One of the most powerful ways to identify hazards and the cause of unsafe acts at workplace is to gather feedback, and therefore, skills of communication are as important to be effective during feedback. In this chapter, learners able to learn various effective communication skills.
DAY 2
- Observation and Interventio
Understand the practical and realistic approach of behaviour-based safety observation conform to organisation requirements.
- Tools to Prevent At-Risk Behaviour
This chapter focuses on the methodology of changing behaviour by using ABC analysis method
- Safety Culture Analysis (Measuring the success of Behavioural Safety
Methodology of measuring safety culture shall be discussed in this chapter. This method developed by David Tan appeared in National Safety Council’s magazine. The method was approved and used in many the oil and petroleum industries, chemical plant, manufacturing companies, and even in the construction sector. Multi-national organisations in countries such as United Kingdom, Japan, Australia, etc are adapting to the method when analyzing their safety cultures.
Who Should Attend?
This training course is recommended for safety practitioners, directors, professionals, health and safety advisors/ officers, engineers, managers, executive, managing directors and other persons with health and safety responsibilities (e.g. safety representatives).
This training should interest those who would like to learn about behavioural safety approaches in improving workplace culture and performance. While these modules are designed for safety people occupying managerial/ supervisor roles, or roles with substantial organisational responsibilities, they are also relevant for businesses operations and self-employed people
About the Trainer
David Tan obtained his Master of Science in Environment, Health and Safety from University of Sunderland, United Kingdom and Bachelor of Science in Health and Safety from Curtin University of Technology, Australia. He has also obtained Certificate of Educational Studies from College of Teachers incorporated by Royal Charter 1849 and Supplemental Charter 1998 in DEMS Training and Business Continuity Training.
He is a registered Workplace Safety and Health Officer (Ministry of Manpower), a registered Environmental Control Officer (National Environmental Agency) and a registered Fire Safety Manager (Singapore Civil Defence Force).
Professional Experience
David Tan is specialized in behavioural safety implementation with fifteen over years of experience in the safety industry. He specializes in integrating behaviour safety approach in managing health and safety system. His work includes developing and implementing a proactive safety framework of behaviour safety approach, which has arguably managed with proven records to introduce a philosophy of prevention, rather than compensation, as a basis for dealing with at-risk behaviours at work.
Professional Credentials
David has been researching the approach of behavioural safety since year 2000 and has since then developed a breakthrough to examine safety culture by analysing safety behaviour observation data correlating with accident statistics. He has written several useful articles regarding behavioural safety and some of which, appeared in National Safety Council magazines and one of which, appeared in www.behavioural-safety.com
Lecturing Experience
David is an approved Risk Management course and Workplace Safety and Health Management System course trainer accredited by Ministry of Manpower, Singapore. He developed courses under the Workforce Skills Qualifications (WSQ) framework and he travels to various countries such as United Kingdom, India, Malaysia, Japan, Thailand to teach safety professionals and senior management how to integrate behavioural safety into Safety and Health management system.
